no, that doesn't work, the hair has to have a certain length or the wax strips won't hold on.
well, they could've shaved, like, some time before... it works really well when the hair is about 5mm to 1cm long.

OK this might sound like a stupid question, but why don't these guys SHAVE all their body their hair off BEFORE they wax? Wouldn't that be far less painful than waxing fully grown hair off the body? Women seem to do it that way so why can't a guy?

no, the hair won't come out if you pull in the same direction.. it must be pulled against the growth. The skin will only lift if the esthetician isn't pulling the skin tight and hasn't applied oil to the skin first to protect it from the wax.
