This guy - if he is telling the truth - I doubt he sold his foreskin for twenty dollars - can do what he wants with his penis. The problem people like myself have is when it is forced on helpless babies. That is sick. Teaching your son to wash his foreskin is easier and less harmful than cutting it off. Whether or not to have your foreskin amputated should be the choice of the individual penis owner, not his parents. This guy would be pretty dumb if he really did it for twenty dollars.
